About the programme
What is SwimSafer Singapore?
SwimSafer is Singapore’s national water safety programme developed by Sport Singapore (SportSG). It teaches swimming proficiency and water survival skills across 6 progressive stages — from building water confidence all the way to 400m swimming and advanced rescue. All Primary 3 students receive it free, fully funded by MOE.

Stage 2 — Fundamental Skills
Orange cap · ~12 hrsIntroduces unassisted step entry, sculling, feet-first surface dives and personal water safety techniques. First big-pool transition. Jellyfish and mushroom floats introduced.
Stage 3 — Personal Survival
Green cap · ~12 hrsPrinciples of personal survival. Four strokes introduced. Clothed survival swim to a PFD, fitting PFD in water, 50m with PFD on. Basic throw rescue to a partner at 3m.
Stage 4 — 🥉 Bronze
Blue cap · ~12 hrs · First named awardFirst titled certificate. Doubles distance to 100m. Introduces compact jump entry, forward somersault, feet-first surface dive in deep water (≥1.4m) and a 3-minute clothed survival swim.
Stage 5 — 🥈 Silver
Purple cap · ~12 hrs200m continuous swim. Butterfly introduced. H.E.L.P. (Heat Escape Lessening Posture) demonstrated for 30 seconds. Treading water while fitting a PFD. Deep water ≥1.8m for underwater skills.
Stage 6 — 🥇 Gold
Black cap · ~12 hrs · Highest awardSingapore’s highest national swimming certification. 400m continuous swim. H.E.L.P. position for 1 minute. Advanced rescue — towing, reaching, throwing. Long pants required for clothed sequences.

Many parents are confused by these two terms. The simple answer: the syllabus and certificate are identical. The difference is how the assessment is organised and who manages it.

⚠️ Important: AQZOG Holiday Program uses CAMS
AQZOG’s holiday SwimSafer programme and all private lessons fall under the CAMS model. Assessment slots are at Bukit Batok, Clementi, Teck Ghee and Bukit Canberra. Parents must register their child on the CAMS portal and complete the theory quiz within 7 days of booking the test slot. Our coaches guide every family through this process.

How to book a SwimSafer CAMS test in 2026
Since July 2025, all private SwimSafer assessments run through the centralised CAMS system managed by Singapore Aquatics (SAQ). Follow these steps carefully — missing any step means no certificate even if your child passes the swim.
Create CAMS account
Parent creates an account at saqswimsg.org.sg and registers the child with full details.
Coach verifies registration
Your SwimSafer-certified coach confirms the child’s registration in the CAMS system. AQZOG handles this step for all enrolled students.
Select test slot & pay
Choose an available slot at one of the 5 test centres. Pay online. Note the 21-day grace period after a failed attempt before re-booking.
Complete theory quiz
Child must pass the online SwimSafer theory quiz at ≥90% score within 7 days of booking. No pass = no certificate.
Attend assessment
Arrive at the test centre. A coloured cap is issued. Complete all practical skill criteria for the stage attempted.
Receive e-certificate
Results released within ~48 hours. E-certificate issued via FileSG, accessible through Singpass. No physical certificate is issued.

MOE school programme
MOE SwimSafer term schedule 2026
For school-based SwimSafer, lessons run across all 4 MOE school terms. Schedules are managed entirely by schools — parents do not need to book or pay.
Term 1 (Jan – Mar/Apr)
Starts 2nd week of January. Runs to mid-March (1.5-hr sessions) or into April (1-hr sessions).
Term 2 (Mar – May)
Runs from mid-March until May, before the June school holidays begin.
Term 3 (Jul – Sep)
Resumes after June holiday and runs through to September.
Term 4 (Sep – Nov)
September to mid-November. Shorter term — some schools run 6 sessions of 2 hours each with the test on session 6.

SwimSafer Singapore — frequently asked questions
The most common questions from parents and adult learners about the SwimSafer programme.
SwimSafer is Singapore’s national water safety programme by Sport Singapore (SportSG). All MOE primary schools are required to offer the programme to students by Primary 6 — it is typically conducted in Primary 3 during curriculum PE time, fully funded by the government. While no law forces every child to complete all 6 stages, participation is expected unless there is a valid medical exemption.
There are 6 stages in SwimSafer 2.0. Each stage comprises approximately 12 hours of lesson time. AQZOG delivers each stage as 12 weekly lessons of 60 minutes each, so most students complete one stage every 3 months with consistent attendance.
CAMS (Centralised Assessment Management System) is the new platform launched in July 2025 by Singapore Aquatics (SAQ) for all private SwimSafer assessments. Previously, swim coaches could arrange tests at flexible times and venues. Under CAMS, everything is centralised — parents must create an account, register their child, select one of 5 fixed test centres and complete a mandatory online theory quiz. The old system officially ended on 31 December 2024.
The SwimSafer online theory quiz must be completed within 7 days of booking the CAMS assessment and requires a score of at least 90% to pass. Topics cover personal safety, environmental awareness (pools, beaches, reservoirs), health awareness, emergency survival techniques and rescue methods. AQZOG coaches cover all theory topics during lessons and provide revision materials before test bookings.
There is a mandatory 21-day grace period after a failed assessment before a new slot can be booked. This period is intended to allow students time to practise the skills they were unable to pass. Use the date calculator on this page to find your earliest re-booking date. AQZOG coaches use the itemised CAMS feedback to design targeted top-up sessions during this period.
The SwimSafer programme recommends children aged 5 and above for Stage 1. MOE typically delivers it in Primary 3 (age 9). However, many families start private lessons earlier through providers like AQZOG so that children enter school-based SwimSafer already at Stage 2 or 3. There is no upper age limit — adults can attempt any stage.
SwimSafer e-certificates are issued digitally through FileSG and are accessible via Singpass. No physical certificate is issued. Results are typically available within 48 hours of the assessment. For MOE school-based assessments, the school will communicate results and certificate access to parents.
Yes. AQZOG offers certified SwimSafer coaching for all 6 stages, from Stage 1 water confidence through to Stage 6 Gold. All AQZOG instructors hold current SportSG SwimSafer 2.0 accreditation.
