This is the First step toward swimsafer program out of the 6 stages. Learner will learn about water safety and pool rules and regulation, and be familiar with the pool environment and pool depth. Learner are encourage to go for a pool tour on their first day of lesson to ensure they have a better understanding for their well being and water safety. Water Safety has to be embedded in our mind and take care of one another, watch out for one another so as to provide a fun learning environment. Noticed also that in swimsafer stage 1, they empathize on Slide in- Feet First Entry and Exit, Water Safety, Pool Rules, Class Rule, Buoyancy, Basic coordination, breathe control to prepare them for aquatic readiness.
Swimsafer 2.0 Stage 1 Skills Assessment
Sequence 1A: (with or without goggles)
- Slide-in entry method
Slide in entry is a Feet First Entry and is safe for a beginner to enter a shallow water safely. Slide in entry is use for unknown depth or muddy bottom, where swimmer use the feet to check for pool depth in a controlled manner.
- 5 meter swimming on the back (Supine) and able to Stand Up (Recover)
In this exercise, care must be taken to ensure water does not get into their nose. Teach the learner to expel water thru the nose if it ever get into the nose. While doing the back (supine) float, the water will inevtiably enter into your ear. Let the water out of your ear by tilting your head of the affected ear to one side and started jumping, using gravity force to make the water flow out of your ear. In some cases if they water does not come off, it will naturally flow out during your sleeping time.
Ensure they are doing the correct kicking method for either Flutter or Breaststroke kick action. Choose either one.
- Submerge the head in water with open eyes, blow bubbles, and identify object in the pool
Open eye without goggle is a big challenge to most learner and can built their water confidence over time. It can be painful to the eye at first, but the pain will gradually disappear if you repeat for the next few lessons.
- Perform a front float (Prone) for 5 sec and Stand Up (Recover)
Streamline body position is required to achieve good base for swimming. This step is very important to swimming. This step is still use by many advance swimmer todate.
- Perform back float (Supine) for 5 sec and Stand Up (Recover)

Precaution Note: Make sure they know how to recover back and standing on 2 feet after attempting to do backfloat on their own.
- Swim 10m on the front using any stroke.
Can swim either Freestyle (Front crawl) or Breaststroke without standing for the entire 10m. Need not be a perfect stroke for beginner level but at least show that you can gasp air while swimming.
- Signal distress and call for help
To make sure you know how to get attention from other when you need help in the water.
- Grasp float and float for 10 sec
Rescuer will throw you a kickboard. You must be able to grasp the float and hold it for 10sec without showing panic and seemingly relax in the water.
- Move to pool’s edge (with float)
Perform a flutterkick or breaststroke kick with the board to pool edge or ladder.
- Exit using ladder/climb out from pool edge
Show how you can exit out of the pool on your own without assist.
Sequence 1B: (w/o goggles)
Dress in swimwear, t-shirt and short:
- Wear a PFD (Personal Flotation Device) and jump into water
- Float for 30 seconds
- Climb out of water safely
Expectation for Swimsafer Stage 1
- Getting used wet face
- Able to submerge head and perform bubbling
- Good posture of balancing with a kickboard and kicking
- Able to wear a life jacket and jump in deep water without panic.
In this Swimsafer Stage 1, the student master the following
- Bubbling technique
- Front Float
- Back Float
- Able to swim 10m using Freestyle or Breaststroke (Need not be perfect) so long you do not stand for the entire 10m
- Able to shout for help when needed.
- Can do a throw rescue with a board.
- Not afraid of deep pool when having a life jacket.

Swimsafer Stage 1 Certificate
Successful participant will receive an E Certificate of Swimsafer Stage 1 upon passing of the Swimsafer Practical Test.
Swimsafer Theory Test Portal
SwimSafer participants are required to complete the SwimSafer Quiz and achieve 80% to pass the test with unlimited attempts.
Register here for the test. Do the practical test first. Only then your child will be able to do the Swimsafer quiz from the portal.
The E-Certificate can only be generated upon passing both the Swimsafer Practical Test and Swimsafer Theory Test. Please do the Theory Test only after the Swimsafer Practical test is completed.

The 6 Stages of Swimsafer
Stage 1
Introduction to water safety, pool rule and pool hygiene. Submerging, bubble, floating on front and back. Simple arm movement and proplusion.
Stage 2
Able to swim 15m on back and 25 on front any strokes. Feet first surface dive at 1.2m. Master at least 2 strokes.
Stage 3
Tread water and wear life jacket. Able to perform straddle jump and able to perform at least 3 strokes, namely Free, Back and survival Back. Breast stroke can be use as well.
Stage 4 Bronze
Able to swim 25m for each stroke namely Free, Back, Breast & Survival back. Able to forward somersault and Feet first surface dive. Able to tread water for 3 min.
Stage 5 Silver
Dolphin & Side stroke introduction. Long pant must be worn and swim. Able to swim 50m without goggle. Swim 50m timing for Free, Back, Breast. Wear life jacket in water. Able to do backward somersault. .
Stage 6 Gold
Able to swim fly at least 15m. Swim 100m without goggle. Swim timing for 100m on Free, Back and Breast. Able to remove pant and make a float while treading water. Next level after gold is SSPA. (Singapore Swimming Proficiency Awards)
